About Global Carolina
The University of South Carolina has a deep commitment to international teaching and
learning, research and scholarship, and collaborative activities with key governmental,
professional, and educational organizations world-wide. Global Carolina develops initiatives
with other institutions around the world, facilitates international collaboration
and exchange agreements, and supports the international activities of colleges and
departments across campus in the following offices and more:
International Student and Scholar Support
The office of International Student and Scholar Support (ISSS) provides immigration
services, regulatory compliance, and holistic support for international students,
scholars, faculty, affiliates, and their dependents. The office balances institutional
compliance with federal regulations while fostering academic success, cross-cultural
engagement, and global inclusion across campuses in the USC system.
Education Abroad Office
The Education Abroad Office advances the institution’s global mission by developing,
managing, and promoting high-quality international academic experiences for undergraduate
and graduate students. The department supports student mobility, global partnerships,
faculty-led programming, student exchanges, and international risk management while
aligning education abroad with the university’s research, teaching, and global engagement
priorities.
International Accelerator Program
The International Accelerator Program (IAP) provides structured, supportive transition
for international students preparing to enter undergraduate or graduate degree programs.
English Programs for Internationals
English Programs for Internationals which provides superior ESL instruction and personalized
services accredited by the Commission on English Language Program Accreditation (CEA).
Global Carolina builds partnerships housed in colleges and departments across campus
including the Arnold School of Public Health’s global programs, the Walker Institute of International and Area Studies, the Global Fellows Living and Learning Community, and international programs in the Darla Moore School of Business.
USC’s strategy of internationalization has provided increased opportunities for students
to study abroad to expand their worldviews, acquire intercultural competence, and
cultivate an understanding of the ways in which peoples, societies, and economies
are interconnected. Additionally, the University has established more than 300 active
international partnership agreements. These include 22 joint-degree and dual-degree
programs with universities in China, Finland, France, Germany, Italy, Japan, Peru,
Russia, South Korea, Taiwan, Tunisia, and Turkey, as well as partnerships in places
like Aruba, Denmark, Egypt, Galapagos Islands, Macau, Pakistan, Sweden, Switzerland,
and Uruguay.
About The Role of Associate Vice President and Vice Provost for Global Affairs
The Associate Vice President and Vice Provost for Global Affairs has dual reporting
lines to the Executive Vice President for Academic Affairs and Provost and the President. The essential functions of the position include:
Academic affairs leadership
- Serve as the Senior International Officer (SIO) for the University.
- Provide strategic planning and direction for internationalization that supports USC’s
research and teaching missions.
- Build and maintain international partnerships with key governmental, professional,
and educational organizations.
- Supervise and manage Global Carolina and its divisions: International Student and
Scholar Support, Education Abroad Office, International Accelerator Program, and English
Programs for Internationals,
- Chair the International Programs Approval Committee, and the Student International
Travel Oversight Committee.
Promoting internationalization at USC and beyond
- Provide faculty and students opportunities to engage in research and scholarship in
international contexts.
- Develop programs for international students and scholars to visit and attend USC.
- Work with Dean of Undergraduate Studies, Dean of Graduate Studies, and Deans of the
colleges and schools to advance the development of curriculum with international content.
- Support the work of deans and faculty to elevate international programs that increase
international study opportunities for undergraduate and graduate students.
- Travel internationally to establish collaborations with foreign institutions which
often result in international agreements and to recruit international students.
- Represent USC at higher education conferences/forums on internationalization.
Policy oversight and implementation
- Develop, revise, and provide guidance on university policies and practices regarding
international affairs.
- Review and approve international academic agreements.
- Develop alliances with international universities and institutes.
Other Duties
- Provide assistance to the Provost and others with special projects as assigned.
Qualifications
Required
This is an internal search. Applicants should possess:
- Appointment as a tenured, full-time faculty member at USC with the rank of professor.
- A record of successful administrative experience at the level of the department chair
or above.
- Substantial academic expertise and experience in international affairs, education,
or relations.
Preferred
In addition to the requirements above, the successful candidate will demonstrate many
of the following skills, attributes or experiences:
- Extensive working knowledge across one or more of the following: International student
and scholar support, education abroad, international student recruiting, international
faculty recruiting, international partnerships, health/safety.
- Broad understanding of current global dynamics, including geopolitical challenges
impacting internationalization
- Strong grasp of global regulatory/compliance factors affecting students, faculty,
staff, and programming (including export controls, research security, and immigration
laws)
- A compelling record of successfully building and maintaining strong transnational
partnerships
- Extensive expertise in global higher education systems and trends in international
education
- Experience with large scale research environments and the needs of associated personnel
- Understanding of the risks associated with global engagement for the institution,
and its faculty, staff, and students.
- Familiarity with protocols for emergency, crisis response
- Exceptional communication and interpersonal skills with the ability to deliver subject
matter expertise and/or represent an organization and its priorities in a global context;
- Ability to lead a complex organization with multiple and engaged stakeholders, including
senior University administrators, academic deans, faculty, staff, and students by
means of innovative and entrepreneurial management;
- A transparent, collaborative leadership style rooted in integrity that yields trusting
relationships with all constituencies;
