Marchant was born on December 9, 1920 and obtained both his Bachelor’s in 1942 and J.D. from University of South Carolina in 1947.
He was elected to the University of South Carolina Board of Trustees in 1965 and served until 1978. During this time, he was elected as Chairman of the Board of Trustees in 1970 where he remained until he stepped down. Immediately after, Marchant was elected as South Carolina Adjutant General in 1978 and served from 1979 to 1995.
