Faculty Labor Certification

Faculty Labor Certification is a Special Handling process that allows for application for permanent residency, also known as a Green Card. This allows foreign nationals to live and work permanently in the United States. USC sponsors tenure track faculty for FLC simultaneously with the H-1B.

ISSS begins processing cases as soon as we receive a signed offer letter. Please send signed offer letters to ISSS as soon as possible to avoid lost processing time.

Document Collection

Submit the ISSS IS - Hiring Packet for Permanent Residency form with the following attachments:

USC job posting and/or USC job posting number
Position advertisements, including a national professional publication; dates of postings; images of postings (tear sheets)
Application Spreadsheet for PERM.xlsx (include all applicants)
Employer Statement of Recruitment Results for PERM.docx
CVs of all finalists
