Use this guide to create your Web Intensive New Gain System (WINGS) account and complete your Air Force Reserve Officer Training Corps (AFROTC) application.
AFROTC trains individuals seeking a commission into the Department of the Air Force. Most applicants are pursuing their first undergraduate degree and can complete AFROTC requirements before graduation. Students pursuing a second undergraduate or graduate degree may also join if they meet all other requirements.
You will remain in Applicant status until all required forms, acknowledgments and verifications are complete. After your detachment reviews and approves your application, your status will change to Active Cadet.
Step 1: Open WINGS
Visit the WINGS application portal (opens in a new window).
Step 2: Start your application
In the ROTC section, select Apply for AFROTC. Do not select Current ROTC Cadet registration when creating a new applicant account.
Step 3: Review the Privacy Act Statement
On the AFROTC Applicant Account Request page, read the Privacy Act Statement. It explains how your personal, medical and mental qualification information will be used.
By selecting Yes, you confirm that you:
- Are at least 13 years old.
- Consent to provide personal information to the Department of the Air Force for your AFROTC application and eligibility verification.
Read carefully and provide honest, accurate and complete information. False or incomplete information could disqualify you from AFROTC and may have legal consequences.
If these statements apply and you consent, select Yes, then SUBMIT.
Step 4: Enter your account information
In the Acct. Build window, enter:
- First and last name.
- Middle initial, if desired.
- Email address.
- The same email address in the confirmation field.
Your email address becomes your WINGS username. Use a personal address you expect to keep rather than a school address that may expire. Check for typing errors, then select Cont.
Step 5: Create a password and password hint
Create a password with at least 12 characters, including at least:
- Two special characters, such as !, @ or #.
- Two numbers.
- One uppercase letter.
- One lowercase letter.
Confirm your password and select Cont. Store your password securely.
In the Password Hint section, choose a question and enter a response only you would know. Select Submit to complete account setup.
Step 6: Activate your account
- Check the email address you used to register for an activation code from HOLMCENTER.WINGS.SUPPORT@us.af.mil. Check your spam or junk folder, too.
- Enter the activation code in WINGS.
- Select SUBMIT.
If the code does not arrive, select Resend Code or email WINGS support.
Step 1: Open My AFROTC Application
Log in to WINGS and select the My AFROTC Application tile to open your applicant portal.
Step 2: Review your Application To Do List
The My Application dashboard displays your Application To Do List. Complete each section until a checkmark appears beside its name.
You may complete the sections in any order, but all required information must be complete before detachment review. Supporting Documents and Civil Involvements do not have checkboxes; they must still be complete and accurate, as applicable.
Step 3: Select Schools
- Use the State menu to filter colleges by location.
- Select the checkbox beside each school where you would like to participate in AFROTC. You may choose up to five schools affiliated with AFROTC detachments.
- Rank your selections from 1 to 5, with 1 as your first choice.
- Select Save & Close.
Step 4: Youth Experience
Report youth and leadership programs you participated in before college.
- Answer Yes or No for JROTC Experience. If you answer Yes, enter the number of years you participated in each branch.
- Under Other Experience, use the menus to report Scout experience, including Eagle or non-Eagle status; Civil Air Patrol (CAP) experience; and prior officer training, such as leadership academies or similar programs.
- Select Save & Close.
Step 5: Contact Information
- Phone: Enter your phone number and mark your primary mobile number as Cell. Use the text messaging checkbox to opt in to text messages.
- Email: Enter your email address and select its type, such as Work or Personal. AFROTC will use this address for official communications.
- Address: Enter your full permanent mailing address and set its type to Home of Record.
Select Save & Close.
Step 6: Emergency Contact Info
Enter at least two emergency contacts.
- Enter the first contact's relationship, first and last name, full address and phone number. An email address is optional.
- Mark a mobile phone number as Cell if you want to allow text messaging.
- Select Update & Verify to save the contact.
- Use the plus (+) icon beside Relationship to add a second contact. Complete and save that contact's information.
Contact your detachment staff if information does not save or appears incorrect.
Step 7: Demographics
Select at least one race or ethnicity category. You may select multiple categories and enter specific background information where provided.
The categories listed in the guide are:
- African American.
- American Indian or Alaska Native.
- Asian.
- Caucasian.
- Hispanic or Latino.
- Middle Eastern or North African.
- Native Hawaiian or Pacific Islander.
You must select and verify at least one category before the application will let you save this section.
Step 8: Military
Answer Yes or No for both Military Service and AFOQT Taken (Air Force Officer Qualifying Test).
If you report prior military service, enter:
- Branch of military.
- Component, such as Active, Reserve or Guard.
- Time in service, in years.
- Highest grade, such as E-3 or O-2.
Select Add Additional Term of Service if you served in more than one branch or component.
The enrollment guide instructs applicants age 18 or older to enter their Selective Service number, using the Lookup link to retrieve it. Applicants under 18 can have their application reviewed without a number and are instructed to update the field when they turn 18. Ask your detachment staff if you are unsure whether this field applies to you.
Step 9: Medical
Indicate whether you have had a physical examination for military service, including an AFROTC, Department of Defense Medical Examination Review Board (DoDMERB) or Military Entrance Processing Station (MEPS) examination.
- If Yes, enter the examination type, completion date and any requested details. You may need to provide documentation during enrollment.
- If No, continue to the next section. You can return to update this information later.
Step 10: Dependents
- Answer Are you married? If Yes, answer the follow-up question about whether your spouse is in the military.
- If your spouse is not a dependent, select ND Spouse as the Family Relationship. Enter the required name, date of birth, sex and address, then select Add.
- For each dependent, enter the relationship, full name, date of birth, sex and address. Select Add after each entry.
- Check the automatically calculated Number of Dependents. An ND Spouse does not count toward this number.
- Select Next Steps. Read each acknowledgment and select its checkbox to confirm your understanding.
Contact your detachment staff if information does not save or appears incorrect.
Step 11: Questions/Acknowledgements
Complete all required questions and acknowledgments. Categories include Acceptance, Prior Service, Civil Involvement, Criminal History, Prohibited Activities and Releases.
- Read each item carefully and answer honestly.
- Provide additional details when prompted, such as dates, branch, organization or a short explanation.
- Read policy disclosures and consent statements before selecting acknowledgment checkboxes.
- Complete all three final releases covering medical, educational and data access.
Select Next after each page. To pause, select Save & Close. If a section does not save or displays an error, contact your detachment staff before moving forward.
Step 12: Releases & Forms
WINGS generates a list of required forms based on your earlier answers. Preview and print each form. Complete and sign the forms, then upload them in Supporting Documents in Step 13.
Typical forms include:
- Drug Demand Reduction Release.
- DD Form 2005 – Health Care Records.
- Mail Access Authorization Release.
- Request for Release of Student Records.
- AFROTC Form 28 – Pre-Participatory Sports Physical.
Sports physical: You must complete a sports physical before participating in Leadership Laboratory (LLAB) or physical training (PT). The enrollment guide cites AFROTCI 36-2011, Section 3.12.7, and lists the following acceptable physicals:
- Military Treatment Facility (MTF) physical.
- AF Form 422.
- University, NCAA or state-approved physical.
- DoDMERB or MEPS examination.
The guide states that the physical is valid for one year from the examination date. Start early to avoid participation delays.
After printing all forms, select Finished Printing.
Step 13: Supporting Documents
- Select Supporting Documents in the application menu.
- Select Add beside the form you want to upload.
- In the File Attachment window, select Choose File.
- Select the completed file from your device, then select Upload.
- Repeat for every required form and any additional documents or waivers requested by your detachment.
Use PDF format when possible. WINGS accepts other formats, including Word documents and images, but the guide strongly recommends PDFs to preserve document appearance and avoid viewing or approval delays. Other formats may not display correctly or may be rejected.
Only documents with Pending status can be deleted and replaced. Approved documents are locked.
Step 14: Civil Involvements
Report past incidents involving law enforcement, military authorities or school administrators, regardless of outcome or severity. The enrollment guide requires reporting citations, arrests, detentions and disciplinary issues, including minor speeding tickets and sealed or expunged records, and cites AFROTCI 36-2011, paragraph 6.2.
- Select Add an Involvement.
- Complete the required fields:
- Date of Involvement.
- Date/Time Reported.
- Brief Summary, limited to 120 characters.
- Involvement Type: Civil, School or Military.
- Detained/Confined/Probation?
- Drugs or Alcohol Cited?
- Provide the requested statement. Be honest and concise. Review it carefully before certifying it; a certified statement is final and cannot be edited.
- Upload requested supporting documents, such as citations or tickets, court records or dispositions, chain of command memoranda, or other documentation requested by cadre.
Your involvement status will show Excused, Pending or Closed, depending on review progress.
Report new incidents promptly. The enrollment guide states that cadets must report new civil involvements within 72 hours, including during breaks or time away from school, under AFROTCI 36-2011.
For additional instructions, use the reference guides available in WINGS:
- Cadet User Guide – Civil Involvements: Self-Reporting.
- Cadet User Guide – Civil Involvements: Additional Details.
Step 15: Review and submit
- Review every section for accuracy and completeness.
- Confirm that each section with a checkbox has a checkmark.
- Verify that Supporting Documents and Civil Involvements are complete and current, as applicable. These sections do not have checkboxes.
- Select SUBMIT at the bottom of the application.
AFROTC staff will review your application and contact you if anything is missing, incorrect or needs clarification.
You can update information after submitting, subject to the restrictions on approved documents and certified statements described above. Keep your contact information current and continue reporting:
- Civil, military or school disciplinary issues.
- Drug- or alcohol-related incidents.
- Changes to citizenship status.
Once your application is complete and accurate, prepare for in-processing with your detachment.
For application questions, errors or information that will not save, contact your AFROTC detachment staff.
