Our People

Each NROTC unit around the country has as its cadre representatives from the major warfare communities, Submarines, Aviation, Surface Warfare, and the Marine Corps. At South Carolina, we have one of each: a Submarine Officer, a Surface Warfare Officer (SWO), a Naval Aviator, a Marine Officer Instructor, and an Assistant Marine Officer Instructor, as well as a Commanding Officer (CO) and Executive Officer (XO). The Gamecock Battalion also has post-served Commanding Officers in both the CO and XO billets, as well as a wealth of diverse and unique fleet experiences among the rest of its cadre.

Captain Robert Osterhoudt, Commanding Officer

Captain Robert Osterhoudt is a 1990 graduate of the University of North Carolina at Charlotte, where he earned his Bachelor's Degree in Mathematics. He received his commission through Aviation Officer Candidate School as part of the Aviation Reserve Officer Candidate program in September 1990. Captain Osterhoudt was designated a Naval Flight Officer in October of 1991.

A graduate of the Navy Fighter Weapons School (TOPGUN), his career includes operational sea assignments with Fighter Squadron 32, twice with Fighter Squadron 103, Executive Officer and Commanding Officer of Strike Fighter Squadron 41, and Deputy Commander and Commander of Carrier Air Wing 11.

Assignments to shore and staff billets include: the F-14 Strike Weapons and Tactics School Atlantic (SWATSLANT) as a Tactics Instructor and the Readiness Department Head; Fighter Squadron 101, the F-14 Fleet Replacement Squadron, where he served as the Standardization and Assistant Training Officer; Flag Aide to the Commander, U.S. THIRD Fleet in San Diego, California and the DCNO for Naval Warfare Requirements and Programs (N7); the Executive Assistant to the Deputy Commander, USJFCOM; the staff of the Office of the Secretary of Defense responsible for the program and budget analysis of all Navy TACAIR programs to include the Joint Strike Fighter (F-35), FA-18E/F, E-2D, EA-18G, and Navy Unmanned Systems; a brief assignment as the Battle Director, Combined Air and Space Operating Center, Al Udeid Air Base, Qatar in support of Operation ENDURING FREEDOM; and as Chief of Staff at Carrier Strike Group 15, responsible for training and certifying Pacific Fleet Carrier Strike Groups, Amphibious Ready Groups, and independently deploying surface combatants.

Captain Osterhoudt has completed JPME Phase I through the Naval War College's correspondence program as well as JPME Phase II through the Joint Forces Staff College. He also holds a MBA in Strategic Leadership from Trident University.

Captain Osterhoudt assumed duties as the Commanding Officer / Professor of Naval Science at the University of South Carolina in June 2018.

He is entitled to wear the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Strike Flight Air Medal, Navy Commendation Medal, Navy Achievement Medal and various campaign and unit awards. He has accumulated more than 3,850 flight hours and 1,110 carrier-arrested landings.

Commander Rick Evangelista

Commander Rick Evangelista, Executive Officer

Commander Evangelista was born in the Philippines and spent his childhood in Charleston, SC. He attended Georgia Tech in Atlanta, GA and graduated in 1997 with a Bachelor's Degree in Chemical Engineering and earned his commission through the Navy ROTC program.

Upon completion of the Division Officer Course at Surface Warfare Officers School in Newport, RI, he reported to the pre-commissioning crew of USS HIGGINS (DDG-76), where he served as Anti-Submarine Warfare Officer and Combat Information Center Officer. As a HIGGINS Plankowner, CDR Evangelista had the honor of participating in the ship's christening, commissioning, initial pre-deployment work-up cycle, and maiden deployment to the Middle East. In his subsequent sea tours, CDR Evangelista served on USS UNDERWOOD (FFG-36) homeported in Mayport, FL, as the Combat Systems Officer and on USS BLACK HAWK (MHC-58) homeported in Ingleside, TX, as the Executive Officer. His at-sea assignments included multiple deployments throughout the Western Pacific, the Mediterranean, the Caribbean, and the Arabian Gulf areas of responsibly. CDR Evangelista's shore assignments included instructor duty at Surface Warfare Officers School and various staff positions on board U.S. Naval Forces Central Command/U.S. Fifth Fleet/Combined Maritime Forces; U.S. Naval Forces European Command/U.S. Sixth Fleet; Naval Surface Forces/Naval Surface Force, U.S. Pacific Fleet; and NATO Training Mission-Afghanistan/Combined Security Transition Command-Afghanistan. During his numerous and diverse staff assignments, CDR Evangelista has served on Navy, Joint, and Coalition staffs located in Manama, Bahrain; Naples, Italy; San Diego, CA; and Kabul, Afghanistan. CDR Evangelista reported as the Executive Officer of Navy Recruiting District Houston in May 2013 and subsequently served as NRD Houston's Commanding Officer from November 2014 to May 2016.

Commander Evangelista holds a Master's Degree in Business Administration from the University of Rhode Island and he graduated with distinction from the U.S. Naval War College with a Master of Arts Degree in National Security & Strategic Studies. His personal decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal, the Navy Achievement Medal, and various unit, campaign, and service awards.
