Background

Katharine Inglis Butler joined the University of South Carolina School of Law faculty in 1978 and is now a Distinguished Professor Emerita. Professor Butler is a nationally recognized expert on the Voting Rights Act. She began her career in the Voting Section, Civil Rights Division, of the Department of Justice, the entity charged with enforcement of the Voting Rights Act. She has advised governing bodies at every level on compliance with the Act, and on redistricting issues. She also has served as an expert to the court in several voting rights/redistricting cases. Professor Butler's writing on voting rights and redistricting has appeared in books, law reviews, and the popular press.
